The VICTORY Thoroughbred Handicapper is based upon principles from "Total Victory At The Track" by William L. Scott.  It uses Performance Class Ratings (PCR), current form tests, Ability Times, Early Speed Index (ESI) and Finishing Strength Index (FSI) to 
identify strongest contenders.  Comes with a forms-based interface, and an on-line help system. 

The shareware version is limited only in being able to print your results to a printer.  To read the manual, type MANUAL at the DOS prompt.
